The Meaning of Public Coercion

What is "public coercion":

1 In legal terms "public coercion" means a strongly evidenced physical threat to the public;

2 In historical terms "public coercion" means public protest, striking, and violent resistance;

3 "Public coercion" can be taken to mean ordering the public to do something they would not usually do;

4 In Department of Homeland Security terms it is one form of terrorism;
